Basic Conditions of an Institution Applying to Host a Confucius Institute
Identify with the mission and nature of Confucius Institutes
The mission of the Confucius Institutes is to promote the Chinese language overseas, deepen the understanding of the Chinese language and culture among people of the world, promote educational cooperation and cultural and people-to-people exchanges between China and other countries, and enhance international understanding. They are non-profit educational institutions jointly established by Chinese and local partner institutions based on the principles of mutual respect, friendly consultation, equality, and mutual benefit.
The local applicant(s) must, independently or jointly, meet the following conditions:
1
Being legal entity(ies) registered in the place where it is/they are located;
2
Having the qualifications to carry out the activities of a Confucius Institute;
3
Exhibiting a demand for Chinese language learning in the area where it is/they are located or where it has/they have a business presence;
4
Providing the administrative and personnel support and the facilities and equipment necessary for the hosting of a Confucius Institute; and
5
Being able to provide other necessary support for the sustainable operation of a Confucius Institute.
The Chinese applicant(s) must, independently or jointly, meet the following conditions:
1
Being legal entity(ies) registered in China;
2
Having the qualifications and ability to support the activities of the Confucius Institute in cooperation with its local partner(s);
3
Being able to continuously send the necessary management and teaching staff to support the development of the Confucius Institute; and
4
Being able, in collaboration with its local partner(s), to provide the necessary resources for the sustainable and stable operation of the Confucius Institute.
How to Establish a Confucius Institute
Apply jointly by a local institution and a Chinese institution
The local and Chinese institutions meeting basic conditions submit Application Materials to CIEF.
CIEF arranges for an expert review of application.
CIEF notifies the review result to the applicants and issues a written notice to the successful applicants.
The Confucius Institute is launched, and CIEF awards the CI plaque.
CIEF issues the Certificate of Authorization to the local and Chinese hosts.
The Parties sign the cooperation agreement on the Confucius Institute.

Notice on the Application for Establishing a Confucius Classroom affiliated to the Confucius Institute (for Trial Implementation)
In order to further meet the demand for Chinese language learning in the region where the Confucius Institutes are located and the surrounding areas, to provide better Chinese language teaching services, and to enhance mutual understanding and friendship, the Chinese International Education Foundation hereby releases the Notice on Application for Establishing a Confucius Classroom affiliated to the Confucius Institute (for Trial Implementation).
Basic Application Requirements for Establishing a Confucius Classroom Affiliated to the Confucius Institute
The local institution applying for the Confucius Classroom shall:
1
Aim at promoting the spread of the Chinese language, deepening local understanding of the Chinese language and culture, pushing forward educational cooperation and cultural exchange between China and the rest of the world, and enhancing understanding between different groups of people across the world;
2
Cooperate with the Confucius Institute on the principles of mutual respect, friendly consultation, equality and mutual benefit;
3
Recognize that Confucius Institutes and Confucius Classrooms are non-profit education programs;
4
In principle, be a teaching site of the Confucius Institute and have cooperated with the Confucius Institute for no less than one year;
5
Have at least 300 students, with a demand for Chinese language learning in its region or the regions where its businesses are provided and ; and
6
Equip necessary software and hardware for the Confucius Classroom, including venue, facilities, equipment, personnel, etc.
The Confucius Institute in question shall:
1
Have offered Chinese language teaching for more than two years and be well-running;
2
Gain the approval of the Board of Directors to apply for the affiliated Confucius Classroom and ; and
3
Secure the continuous and stable operation of the Confucius Classroom by providing financial, teaching and management support.
